Still, the base gameplay loop can be pretty fun, the combat feels satisfying (although cheap deaths are not infrequent, which I won't fault the game for as this is something it inherits from its predecessor), and the characters are entertaining. The major plot missions with cutscenes and voice acting were actually not bad, but less that 10% of the playerbase completed Joe's Adventures for a reason.

I probably would've quit Joe's Adventures if not for a mod that effectively removed the time limits, which made the filler missions a lot more fun, if a little boring. This hit me particularly hard as someone who tries to behave normally in order to avoid police attention, as you cannot complete the missions in them (using Joe's Adventures as an example, as I never bothered to play the non-canon Jimmy DLCs) without tearing through the streets at 100 mph. The DLCs sacrifice one of the game's stronger points, immersion, for floating icons, point systems, and infuriating time limits. This becomes enraging once you hear about the amount of content that was cut from the game in order to make deadlines - if the game was delayed for some time it probably would have truly been one of the GOATs.

This game is so damn close to being a masterpiece, but ultimately the emotional impact of the story and characters is kneecapped by the short runtime, and the gameplay has several little annoyances (no blindfiring, occasional cover system jank, no way to get around quickly besides being a serial car thief) that bring it down.
